Dihexyl phthalate, branched or linear (CAS No 68515-50-4), linear dihexyl phthalate (DnHP, CAS No 84-75-3) and the mixture of didecyl, dihexyl and dioctyl phthalates with not less than 0.3% dihexyl phthalate (CAS No 68515-51-5; 68648-93-1) are added to the eleven phthalates already included in Annex XIV of the REACH Regulation. From 27 February 2023, an authorization will be required to place these substances (on their own or in mixtures) on the market in the European Union (for uses covered by the REACH Regulation). These substances have been added to the list of substances subject to authorisation because of their reproductive toxicity (category 1B).
DnHP can be used for the production of plastisols that are used in the manufacture of automobile parts (air filters, battery covers) and dip-moulded products (tool handles, dishwasher baskets). Phthalates containing DnHP can be added to PVC used in the manufacture of flooring, canvas tarps… Substances containing DnHP may also be used in the manufacture of various articles (traffic cones, toys, vinyl gloves, flea collars, shoes, conveyor belts, belts used in food packaging operations, etc.). Moreover, because of its similar physico-chemical properties to other phthalates, DnHP could possibly be used as a substitute to the latter.
Dihexyl phthalate, branched or linear, is used for the production of sealant/jointing agents in the United States. The substance may therefore be present in imported articles.
1,2-benzenedicarboxylic acid, di-C6-10-alkyl esters (n° CAS 68515-51-5; 68648-93-1) may be used for the production of PVC and as a component of lubricants, adhesives, coatings and rubbers.
